Ferocity Support Gem not working properly.

I tested it for an hour straight, the ferocity support gem doesn't work on a lot of abilities. It consumes the charges, but gives no skill speed. It works fine on snipe, but when i tried it on molten blast, i was getting absolutely no skill speed.
