[bug] Prism Of Belief not affecting skills granted by items

I just noticed this with Ember Fusillade but I assume it affects other skills as well. I socketed a Prism of Belief w/ +3 to Ember Fusillade and it increased the levels for the skill gem I have equipped but not for the one granted by the Dusk Vigil unique staff.
