Crash when equipping rattling scepter with reduced attribute requirements

I have a scepter with 15% reduced attribute requirements (see below). My strength is 41 which meets this requirement. However, the skeleton skill granted by the scepter does not have reduced requirement and requires a strength of 46 (which I do not meet).

The result is the skeleton skill is kind of disabled, but not really. The tool tip shows a red 46 for strength and the skeletons are present/summoned near me.

The crash occurs when I attempt to slot a gem into the skeleton skill. I was specifically slotting culling strike but I don't think it matters what support you use. The crash occurred two or three times before I realized I didn't have the strength.

Crash #1: The support gem did not leave my mouse cursor. The crash occurred when mousing the gem over the sockets, but not pressing LMB.

Crash #2: the gem was still present on my cursor after logging back in. The crash occurred after putting it into the socket.
