Expedition Olroth Softlock?

I believe POE2 has an issue with progression softlocking. I have been farming expeditions non stop since I luckily received my first two Expedition atlas points after two or three logbooks since deciding to dedicate my time to the mechanic.

Since then I have been playing roughly 10 hours a day for three days straight doing exclusively expedition maps and receiving logbooks somewhere in the range or 20-35 logbooks, including logbooks which I paid for in trade. Not once have I encountered Olroth trying all three expedition locations, all four orders and logbooks between level 78-80 (btw 78 has a map level of 79 after your first two points). Regardless most logbooks are level 79.

My question is do the developers have a timer mechanic soft-locking progression in these end game mechanics? I didn't see it in any patch notes or anything of the sort but there doesn't really seem to be any explanation behind this phenomenon.
