"Now and Again" Asc. Skill Gives Infinite, or No-Reuses for Skill " Shield Charge "

The "Now and Again" Ascendancy Skill in the Chronomancer Ascendancy, gives either infinite uses, or never proc's the "33%" to not have cooldown, on "Shield Charge" leading to the following video with infinite use, or just being a normal Shield Charge with cooldown (2.59s in my case).
