CANT PUT A TABLET IN A LOST TOWER

I tried to place a tablet in a Lost Tower where all the map nodes in its range were completed, but the tablet interface didn’t show up, so I couldn’t place it. But when I tried placing a tablet in a Lost Tower that still had incomplete map nodes nearby, it worked. So, do you need unfinished map nodes in the area to place a tablet in a Lost Tower, or a bug?
