Game sometimes launches with low FPS

120+ frames when it runs well. And it runs 90+ frames even with big breach maps.

Then, inexpicably, it will cap at 45 or 70 frames - right from when I start the game. I have to restart my computer multiple times. And even then, sometimes it doesn't fix it.




Look at the provided images - I didn't change a single setting. It took 4 computer restarts to fix the issue.

What I've done recently is just leave my computer on for days. Until the problem resurfaces, and I have to restart the computer multiple times.

Things I have tried -

1) Updated Video card drivers
2) Updated BIOS
3) Almost every single setting in game to as low as possible (no difference when compared to normal settings).
4) Vulcan instead of DX12 (DX11 runs horribly)
5) Cleared nvidia shader cache and set maximum to 100GB.

Stable internet.
System specs: EVGA 3080, 12900k, 128GB RAM
