Game Choppy and Laggy

Is it my system or the game?

Drivers all updated

Processor: AMD Ryzen 9 7900X 12-Core Processor 4.70 GHz
Ram: 32.0 GB
System: 64 Bit Operating x64 Processor
Video Card: Geforce RTX 4080

I really don't understand a lot of the game becomes unplayable, I had to switch to Direct X 11 instead of 12 to stop random crashing, it didn't stop it but it definitely reduced it.

It feels like I am playing a game sometimes that is 12 bit when I do breach, or try to ice strike from mob to mob off screen.

I reduced all my settings to see if that helps, but it doesnt. Any help would be great.
