Issue with Megalomaniac Diamond

I have a Megalomaniac Diamond which grants a notable passive Relentless Vindicator. This passive grant +5 strength and intelligence. My sceptre requires 43 strength to use it, and the sceptre grants +33 to intelligence when equipped. I got 42 strength on my passive tree and equipment, and 5 from Relentless Vindicator, and it allows me to equip the sceptre and use all my skills. However, after exiting the game or relogging, all skills that require high intelligence disappear from the skill bar. Sceptre is shown as working, and the strength on the character screen shows 47. I can reassign and use all skills without any additional actions. However, when I teleport to any other location (maps or between cities) the skills shown on the skill bar but are unusable (nothing happens when you click the skill). After relog skills disappear again. Adding an additional +5 strength to passives solves the problem, so I suppose the problem is in Relentless Vindicator from the Megalomaniac Diamond. Does anybody experience the same problem?
