Black screen flicker after Windows 11 upgrade

Upgraded from windows 10 to windows 11 home Version 10.0.22621 Build 22621

I then started experiencing screen flicker that would progressively get worse until it was blank screen. Managed to adjust settings through nvidia control graphic settings until it would stop flickering enough that i could see the screen. I will make it clear that adjusting some of the settings in relation to the DLSS balance and keeping on multi thread has helped while also turning off global illuminations... marginally. No graphics change of setting resolves the issue enough to continue playing. Flickering is both in menu/lobby/and in game.

Game was perfectly stable on max settings with global illuminations with 120+fps on windows 10.

System specs are:
