No skill points given during una's quest during act 1 Cruel

No quest reward in the House of una during Act 1 in Cruel, and no skill point granted.

I have re-killed all the bosses in Acts 1, 2, and 3 on both Normal and Cruel difficulty, with screenshots as proof, but still no success.

How can I fix this and obtain the two missing skill points? I'm level 90, have spent hundreds of hours, and can't complete my build. Is there a way to receive the full 24 skill points (campaign points) as intended instead of the 22 I currently have?
