If you overflow gem slots (eg unequip Unset Ring), then remove a skill, skill#9 remains disabled

Steps to reproduce:

1) Equip an Unset Ring
2) Equip 10 skills
3) Unequip Unset Ring
4) Remove any skill except slot #10
5) Observe you have 9 skills equipped, but only the first 8 are enabled.

Solution: when removing a skill, perform a check and collapse the emptied slot if it would enable a skill. Better yet enable the 9th skill. Something along those lines.
