Consuming Questions perk not working??

I'm building up a Hand of Chayula monk and attempting to use the upper path that ends w/ Consuming Questions as part of my sustain.

the theory goes that by stacking mana leech on my attacks and using consuming questions, my attacks, especially from Charged Staff, will recharge my shields in chunks as I fight and take bits of damage.

when I got the ascendancy points to put it to the test, my attacks do not recharge my shield. I tested to see if it was glitching from having over 100% mana leech, and no luck.

GGG please fix.
