Soulrend exist?

I'm a bit confused about the Soulrend skill. I was looking into it and found some information about a bugfix in the 0.2.0 patch notes (projectiles not applying debuffs through chests). However, I can't seem to find the skill in the game, and I also read that it used to be tied to the Rending Staff, which also doesn't appear to exist.

Could anyone shed some light on this? Was Soulrend removed? Is it planned for a future update?
