Network latency spikes up to 2500 ms HELP

Does anyone know why my network latency spikes up to 2.5k ms?
i didn't have this problem in the previous league and i dont know how to fix it. I've tried almost every Lag/stutter fix on YT but nothing worked.
Changing to DX11/DX12/Vulkan doesnt work either and NVIDIA Reflex is turned of.

When i ping google.com i have constantly 23-25ms. Are GGG's servers the problem?

Unfortunately the game is unplayable like this :/
