Citadel drop chance (Fragment) fix ?

Anyone know drop rate fragment? It still scale with waystone drop chance or Diff Boss?
I done with 2 map citadel (390-450 waystone drop) and drop1 1 fragment but Dff Boss 0 .. My Friend drop 2 ( 150-250 WS drop) , Diff boss 2 and drop 2 fragment ?

How did you get 390-450 waystone drop?

The maximum I have in my stash is +100%

i use 6 table => 100% drop chance , i used map with 170% chance , and scale with my atlas , I copy my atlast like Ben ( streamer)
