Did the Rhoa get nerfed in 0.2f?

I could use the Rhoa before in low-mid tier maps. Since patch 0.2f even on maps 1 and 2 the Rhoa dies everything which gets me heavy stunned. I gave him the 30% resistence support which didn't help much.

What a frustrating skill. It should at least be viable for early - mid mapping.

In case you didn't know, stun bar never decays as long as you stay on the Rhoa. No idea what is the logic behind this decision but that's show it is.
