"Projectile count cannot be modified"

Why does glacial lance have this line in it? I just had this really cool and FUN sounding idea to make a glacial lance shotgun build since it can now chain off of terrain. Thrown ricochet and scattersh- "oh you wanted to have fun too bad so sad it's not in the devs vision to be used like this." Bruh. Why is any and everything that might be remotely fun or interesting either nerfed into the core of the earth or deemed a "bugged interaction" and removed? Why are only the cookie cutter builds with no soul in them allowed to be used under heavy dev scrutiny? God's forbid I find anything outside the "vision" strong or fun, that's just not allowed here apparently. Seriously ggg, who is hurt by having glacial lance work with scattershot? "Oh what if it's to strong" so? Who cares this isn't a competitive PVP game, and 90% of all spear players are using lightning spear anyway and that's strong as heck but that's okay because it's part of the vision right? What the heck, guys.
