The quest is not working

I’ve encountered an issue while progressing through the “Rise to Power” quest in Path of Exile 2. I’ve completed all available quests, including “The Toll,” “Trail of Corruption,” “City of Seven Waters,” “The Ivory Theft,” and others. Currently, the quest tells me to return to Ardur’s caravan and speak with Zarka, but she has no dialogue options, and I can’t proceed.

As far as I understand, Baria of the Djinn should drop after defeating Balbala the Heretic, but I didn’t receive the item. I’ve cleared the zone and defeated the boss. I’ve tried reloading the game and resetting the instance, but nothing has helped.
