Apex of the Moment skill is not working (Chronomancer)

Hello,

I have tested the Apex of the Moment passive from the Chronomancer ascendancy in Path of Exile 2. It is supposed to slow enemies within a radius by 20%, but currently, there are no visual effects and no noticeable slow effect on enemies.

I tested it on various monsters and bosses — none of them seem to be affected. I also tried boosting the effect with other passives, but the problem remains.

Please investigate this issue. It's quite disappointing, as this passive is important for Chronomancer builds.
