Loot Idea: Higher chance of Higher Mod Tier from unique encounters

It sucks when you kill a boss or take part in a unique encounter that every single thing they drop is worthless
Even if it has an interesting modifier its a low Tier 1 or Tier 2 and just fodder for dismantling

I feel that when you kill certain mobs, the loot they drop or loot obtained in specific circumstances should have an increased chance of being more interesting possessing higher tier mods on them (unique item mods unaffected)


Here's some examples:

1st time clear of story boss encounter (Normal):
- 1x High tier modifier: Much Higher Chance

1st time clear of story boss encounter (Cruel):
- 1x High tier modifier: Much Higher Chance
- 2x High tier modifier: Slightly Higher Chance

Repeated story boss encounter clear (Normal/Cruel)
- 1x High Tier modifier: Slightly Higher

Boss Encounters (maps)
- 1x High tier modifier: Much Higher Chance
- 2x High tier modifier: Slightly Higher Chance

Rare Mob Kill:
- 1x High Tier modifier: Slightly Higher

Wisp affected white/blue mobs:
- 1x High Tier modifier: Moderately Higher

Wisp affected Rare/Boss mobs:
- 1x High Tier modifiers; Moderately higher
- 2x High Tier modifiers: slightly higher (maps only)


Wisps are the season mechanic so they should be very desirable for the player to engage in and farm

This could also apply to superior quality and special modifiers on gear showing up more.
