0.2.0f Temper Weapon Bug

Yep, again. While it proccing Combust on every hit with the last empowered use count was fixed in 0.2.0f, it still procs Combust on every new first-hit when used with Volcanic Fissure aftershocks when no charges are remaining. Edit: Seems to be aftershocks in general.

You can even weapon swap to force Temper Weapon to show 0 charges left on the other weapon to trigger Combust every single hit and even swap back to showing charges on the weapon that used Volcanic Fissure and it'll properly stop proccing until you swap again.

The implications of this is obviously Sunder on set 1 (Not-Empowered) and Volcanic Fissure on set 2 (Empowered) to rapidly proc Combust. The below video example shows 2x Upheaval Supports to triple the waves on both skills (via Solus Ipse Helmet) to show it working easier. While it's more interesting to allow it to proc every hit, it seems the intent is to just have Temper Weapon be a supplementary support buff skill rather than being the main damage dealer.
