Does Atlas +1 to Map Boss level also affect Arbiter?

I read on one of the Guide sites that you should uncheck +1 levels to map bosses in the atlas (besides the dedicated Arbiter tree) when you fight Arbeiter. Does map Boss difficult affect Arbiter?

Pretty sure it doesn't, it can help with clearing the actual citadel bosses though
