Controlled Chaos Notable Doesn't Limit Volatility

I have the notable 'Controlled Chaos' assigned in my second weapon set.

It does not limit my volatility to a max of 30, I am able to go over.

I am using Chronomacer's 'Flood of Echoes' notable to empower spells with unleash which have the 'Volatile Power' support slotted. The volatility procs just fine but as stated earlier it is not limited to 30.




Edit:
Tested to see if it limited properly with Mana Tempest, it did not. It seems like the passive just doesn't function.
