[BUG] Shrine Buffs not affected by Chronomancer small passive

Title. Chronomancer has 2 small passives called 'Buff Expiry Rate: Buffs on you expire 10% slower'. Hammer of Faith Giant Maul says 'Gain a random Shrine Buff Every 10 Seconds'. Chrono small passives do not make the shrine buffs last longer than 10 seconds.
