Cast on Crit Report

I cannot cast bone cage with cast-on crit. but ice nova and other abilities all work; nothing in description says bone-cage shouldnt work. I have double-checked over and over that I am not missing some other req.

TLDR: cast-on-crit w/ bone-cage not working
