The Coming Calamity Heroic Armour: bug / ambiguous context of description

Does we need to be reached the minimum attribute of the granted herald skill, by wearing the The Coming Calamity Heroic Armor for be able to utilize the socket skill?. because seems like whenever i use that unique item i can't place the support gems into the skill if i not reached the minimum attribute of that herald skill require. is this bug or just the ambiguous context of description?
