Flicker Strike questions

I'd be interested in a viable Flicker Strike build.
Charge generation just seems to manual to make it work. Though, no doubt, there is a way. I'm not as concerned about class, I assume Ranger, Monk or Warrior. Please, if you have one, post a basic build for me to learn from. I varied it a tiny bit to fit my gear and playstyle but so far enjoying it a lot. |

I don't understand how he has 117K on flicker strike. I am pretty close to his gearing and I'm not even half of the damage. The only thing I'm missing are the slotted critical multiplier on the staff. I don't know if it's those 3 sockets that is giving him such a large boost in damage.
