Atlas Has a "Cold Start" & Can't be Explored for ~1m

When first logging in after awhile the Atlas loads the Initial Screen and can be moved to the Home screen via the shortcut. However, you CANNOT move the atlas by dragging your mouse for perhaps close to a minute.

It seems like it's caching the home screen and your Last Screen. This is fine and understandable there is a cold start, but there is NO VISUAL INDICATION what is happening so it feels like a bug even if it may not be.
