No Citadels

Started in DotH SC and found them no problem. I've now had multiple chars mapping in DotH HC and haven't seen a single one.

I know it's random and there are no guarantees but this feels a bit off.

Is it possible to have someone look at my atlas map and see if they do exist somewhere?
