#3,865,428,589 - Cannot place any Expedition explosives with 3/5 explosives placed

Cannot place any more explosives on the ground anywhere in the Expedition encounter even though I have 2 left. The explosive radius preview is red; it stays red wherever I try to place it and does not allow me to line them up, reducing the fun of my run.
