Scepter In Offhand Without Weapon In Mainhand Please

As the title says, can we use scepters in our off-hand without having a weapon in our main hand? we can use them in our off-hand if a weapon is in the mainhand, but I would also like to just have a scepter and no weapon (for something like concoction pathfinder)
