Temporarily can't use any skills

This started happening after the last patch. From time to time I get "blocked" from using any of my skills. I'm playing a Deadeye so it's not the Lich thing. And the skills are not greyed out and I have no debuffs. I can WASD, I can dodge roll, however I can't use any skills - mouse or keyboard, doesn't matter. It goes away at random times, very often if I drop an item from my inventory or get hit.

The best place to reproduce it is at Xesht. After I dodge-roll his first attack it's 50/50 I will get the bug, happens very frequently there. And It's annoying on boss fights couse instead of 10 sec fight I need to dodge his abilities sometimes for 30 sec before I can attack again.
