Mana Flare

It's a support gem that has its own base crit of 7% so i suppose it can crit.

Can i push that 7% to 15% using bloodmage?
It doesnt show changes on the tooltip and it hasnt an advanced info tab, so does it actually work?

Also, can incinerate crit?
i gave it a base 15% with blood mage and socketed mana flare but it doesnt proc at all there with 100% crit chance.
