Merchant Stash Tabs, how it works?

How do merchant stash tabs work? Are they persistent and undeletable? If I have five or more premium stash tabs, can I convert all of them into merchant stash tabs? If I no longer have any characters and delete them all after converting the stash tabs, will the previously upgraded five merchant stash tabs still be available when I create a new character and hire the merchant?
