Seismic Cry 0.3 Changes

Mainly just providing feedback with the one line change with the Seismic Cry change in 0.3 .

Seismic Cry: Cooldown is no longer reset if it doesn't empower attacks.

This one line kills build diversity for alternative builds for the skill other than Warbringer to play a DPS warcry build, especially when alternative forms existed with Gemling Legionnaire, Smith and Titan to fill quite literally different builds than just Warbringer Seismic Cry.

The build itself was not close to a broken or damaging build for a-lot of the game state. Especially when you've compounded removals such as Hits Ignore Physical Damage Reduction and ideas like Giants Blood mitigating value out of Strength.

I've found playing it extensively in the last 2 patch versions that the only jarring issue that existed with Seismic Cry was its control with stun and knockback on enemies and that has been addressed, personally I can attest that the corpse explosion mechanics are not ideal to design/balance, but even that could be addressed separately.

This has gimped potential for exploration of this skill into conversions or even alternative ascendancies with changes that have been made across the board.

You've generalized Seismic Cry, classified and provided solutions as if its the same as every other Warcry, and then provided it with a unique interaction of hit damage.


Suggestions:

Revert back the cooldown reset change.

There are alternative solutions for these concern as well, provide a similar example of Call to Arms, where either a notable or even a support gem can fill the niche to:

-Disable Warcry Buffs or Exertions but still apply debuffs or cause a damage hit.
-Disable Heavy Stun.
-Ignore/Remove Warcry Cooldown alongside these penalties.

This is way too explicit of a solution that fundamentally should only exist on the skill itself, but also does offer alternative Warcries to be usable in this context.

Fundamentally solutions to the 0.2 version already exist in the form of Pin Support doing the same interaction to disable Stun. And alternatives already existed for Pin Support in the existing setup with The Prisoner's Manacles disabling Immobilizes.

From the perspective of a player, the Seismic Cry change looks like either a generalization of Warcries as a whole, or a cherry-picked nerf.
