Ascendancy Skills Still Cannot Be Qualitied

Is this by any chance being fixed in 0.3? I couldn't find anything on it.

The Pathfinder concoctions got reworked and they made sure to note on the changes to the new skill quality which makes me think you can add quality to them now, but I couldn't find any mention of this anywhere in the 0.3 patch notes
