Shielld with weapon set two?

Hello, i am trying to make use of the weapon set 2 to grabs some extra nodes for shield.

however when i go on the "raise shield" skill i dont have option to force it to use weapon set 2.

Am i missing something here?

The weapon set shit is so unintuitive. Or badly implemented on console.
