Does the penetration from the passive skill tree work on barbs support?

Hi,
I researched the thorns damage, since it's not a hit, most supports will not work with it, that is clear.
Still, what about passives like damage penetrates 10% fire resistance?

I noticed some players still take them, but since thorn damage is not a hit, it will not work, right?
So something like Smoke inhalation will do nothing for a thorn build.

It is a hit, but it's not an Attack or Spell hit.
