Help understanding a couple things - time-lost/undying hate jewels, spellslinger

I'm sure these are very dumb questions but please help me out.

When you socket a time-lost jewel or an undying hate jewel like tecrod, do you have to allocate skill points to the nodes to gain the benefit of the changed passives, or do they automatically give you the benefit of all the nodes in the radius (whether it's small, notable or keystones)? I assume it's only allocated nodes but I just want to make sure I'm doing it right. Also what does +5 tribute do?

As for spellslinger, I'm playing blackflame covenant bloodmage and have snap socketed into spellslinger. After accumulating energy and pressing the spellslinger skill, nothing seems to happen? I assume I just don't understand how it's intended to work. Can someone please elaborate on how it's used?
