What the heck happened to evarion?

No matter how much I spend on items with evasion, I can't even reach a misserable 60% evasion, passive tree full of evasion skills btw. I wasted divines on evasion, it goes up to 57% for a while, and then I check again and now it sais 54% with wind dancer at full.... what the actual heck!!!!
