Game randomly takes forever to load

As the tittle says, game decides for itself when it haves the mood to load under 2 seconds. Most of the time loading screens take 30 seconds, and when someone is in another region it takes up to 7 minutes.
I wont blame my pc as its the only game that has this problem
poe 1, bf6 and a lot of other m2 depending games are loading in under 10 seconds, yet this peak of technology does whatever it wants to.

Ive tried disabling Steam's shader precaching, set paging file, formatting all discs and installing new windows 10 with updating drivers, checking for corrupted files, tried on vulkan and directx, changed graphics and it still doesnt help. Ive also optical fiber cable with speed at 600mb/s.

Oh and funniest thing - game IS loaded, since i see HUD/UI and i can dodgeroll and use skills (but cant move), but cogs with black background blocks the rest

Idk, maybe someone had this kind of a problem and knows some kind of fix
