Why are attack and cast speed multipliers so much lower then damage multipliers?

Properly a stupid question but why are attack speed providing stats at lower values? shouldn't 10% attack speed and 10% damage be the same buff? You deal 100 damage once per second if you buff the damage 10% you do 110dps if you buff the attack speed you do 110 dps? Why is attack speed and cast speed normally 4% and damage 12-16%? If anything should attack speed buffs be higher since it is also a mana cost multiplier in effect?

Is this about PoE2?

They made the damn game to make it slower. People apparently want a slower game. So they heavily encourage you to invest in damage instead of speed to keep the game slow so more people can keep up because, you know, they're also slow.
Bring me some coffee and I'll bring you a smile.

No just in general for poe 1 as well. If you look at the at sort of cluster that caters to either stats it be like "minions deal 10% increase damage "minions gain 4% attack speed", "totems deal 10% more damage" "totems gain 4% cast speed" ect ect with bows axes ballists whatever.
well there are stuff like debuff trigger per hit (e.g. flame magnitute and freezing...etc)

the faster you hit, the faster you can build it up and stack the debuff.

you may able to achieve stun lock if fast enough
In regards to POE1, you are right that the AS mods, are often less in magnitude than the damage mods. I think some of the reason for that might be that there are further benefits for attack fast than just dps. Shorter animations, on hit mechanics, critting, etc. There are some downsides too, like skill costs, needing continuous uptime for parity, frames per second, etc., but it could be that it requires some balance in the way that they have done. May be other factors as well, like scaling across the spectrum of high and low end attack speed and game performance impact of having more calculations.

Because 10% attack speed is like 3 times stronger than 10% damage for some builds. +physical damage% is additive while increase attack speed is multiplicative.

That's just due to how damage and APS scales. As mentioned above, you are comparing an additiv calculation with a multiplicative one.

Additionally, flat damage increase just that - your damage. APS scales with every proc.
