Low life issue with Lich

So I have no energy shield and the unique visage of ayah equipped and im using incinerate and my life is not draining. Does anyone have any insight into why this is. Trying to get to low life and the only other option is killing me an costing me portals. Please Help!!! Is this a BUG??? Or am I missing something

PROBLEM SOLVED!!!! Here's the solution I found:

I figured it out but with Bonestorm w/Lifetap instead of Incinerate.

Equip Visage of Ayah, unspec Enhanced Barrier, cast Bonestorm until low life reached then re-equip everything and done....a minor gold cost is the downside for refunding enhanced barrier but much better then dying and losing portals.

Also Incinerate could be a bug as to why its not draining life with lifetap equipped. Will add to bug reports on the forums
