Map boss skill points wont drop

Map boss skill points wont drop. i am reading the requirements that are clearly listed on the tree very carefully. i don't even have one skill point and have been farming t15s for some time using my own juiced maps.

additionally citadels are either not spawning or are so rare that they might as well not exist.

i am at a loss what to do and are getting very frustrated.
i didn't have either of these issues last league.

any input or recommendations would be appreciated.

Edit: i have maxed atlas skill points, ritual skill points and are working on breach.

edit 2: i tried a boss with 8 or 9 mods and i got a skill point. in my defence 7 mods is "at least 6".

This requires at least 6 mods — 3 prefixes and 3 suffixes, not 6 mod lines. Press Alt to view.
