Recoup needs to be changed

Undoubtedly 0.3 is better than 0.1, but the game still isn't great. Also this is on the low end of priorities, but it's an easy fix to test

Recoup effects being over 8 seconds is terrible. I love recoup as a concept and it's pretty powerful with the Rapid river, but utterly useless without it. Since we're in a beta (lol) could we try to make it 4 or 5 seconds by default and change rapid river to be something completely different? Maybe make recoup effects for life and mana effect each other, or making it increase the duration of recoup without changing the amount (a multiplier of sorts)

Armor got an elemental component and evasion got suppression, so recoup should get looked at for 0.4 given how prolific it is on the tree and on gear
