Is there a way to Double Check my Act 4 Tattoo's?

Yea basically I suspect I may have skipped a tattoo drop by accident from Act4..is there any way to double check this on my character sheet somewhere or do I need to get out a calculator?

Sure. You go to quest/map screen (U letter on PC) and go to act 4. There will be icon with + sign near it. If that icon is greyed out - you did it. If its brighter yellow - you eather not did it or not fully finished it.

if you took the ele res% tattoos, you can just strip! otherwise you may j need to do some math

The quest was in fact grayed out for me as I had done one of the tattoos, but I was in a hurry and didn't do the other two correctly so, good thing I stripped!
