Perfect Exalted Orb Gave +2 to All Spell Skills

I had a gold amulet with just 26% cast speed. I then used an omen of greater exaltation and a perfect exalted orb to try and guarantee spell dmg and +3 level of spell skills. I instead got spell damage and +2 level of all spell skills. I thought the perfect exalt only gave modifiers above level 50. Since +2 is level 41, I don't know how I got it. Feels like a massive waste of resources. Is there any reason I got a lower level modifier than I should have?

I'm sure the Perfect Exalt added a 50+ modifier.
The Omen that added an extra modifier probably works like a normal Exalt. |

What Tier is the spell damage that it rolled?

" Minimum modifier level can give modifiers with a level below the stated minimum, if that is the best tier of that modifier the item can have. " T1 for +3 has a modifier level of 75. If the amulet's item level is below 75, then +2 is the best tier that could roll on the amulet. |

" Yeah you're right. Didn't notice the item level was 67 on the amulet. I'm still surprised it let me click the perfect exalt because you can't use perfect currencies like augs and transmutes on low level items. I guess because the spell damage was in range of the perfect it worked. Wish it wouldn't have let me though lol. |
