Can't use lightning Warp in a Deadly Map Boss area in Maps POE2

I was using lightning Warp throughout the map BUT when i entered the Deadly Map Boss arena i was unable to use lightning warp on my Ball lightning.

I could also not use Lightning Warp on the boss at Low HP with the Cull highlight on him.

After the boss fight i walked out of the boss area to the map and used Ball Lightning + Lightning Warp with no issue.

There were no visible debuffs affecting the skill in the top right of my screen

This is a regular occurrence for me. Seems like every other boss arena I cant hit the boss with lightning warp. I dont even know that its a hit box issue b/c if there is an abyss in there w/ mobs i cant hit standard size mobs in the boss arena either.
