Is it safe to assume that citadels are ultra rare?

192 hours played on 1 character, mainly mapping and I have not seen 1 citadel, only the burning monolith, which I assume is in the same place all the time.

I see that citadels will get spawn rate buff in the next patch, but damn. Playing 700 hours of PoE2 and still having 0 citadels in total is mad crazy.

We can assume they got quite rare but on the other hand arbiter drops crap so you dont lose anything beside atlas boss passives

The crux of the matter is that most people use the method of going in one direction to find them. I did that too in going just north from the starting point and finding nothing.

After a while I started branching out in the search of jade islands and bam just two towerradius lenght west of the startingpoint I found the citadel trio.

The problem is that you only see the beams inside the unknown parts of the map if you are nearly on top of them already.

Found 2 clusters in my play time. Seem okay to me.

The same thing happens to a friend who hasn't seen any yet, but I've done more than 20 since the season started.
